The rules apply when a worker provides services to a client through an intermediary but would be classed as an employee if they were contracted directly.
Since the UK HMRC IR35 Off-payroll rules were introduced (public sector in 2017, private sector in 2021), it has created a significant compliance administration burden and some confusion for both Companies and Off-Payroll workers.
